Corby Radio fails to deliver Key Commitments

Community station Corby Radio has under-delivered on its promise to provide at least 25% speech content during its daytime output.

The station, which along with every other community station, wrote its own Key Commitments when applying for a licence, says the death of the breakfast show presenter last year meant a disruption to normal levels of speech content.

One person made a complaint to Ofcom alleging that Corby Radio’s output “is almost wall to wall music and commercials”, and that “community content is minimal.”

Ofcom listened to a sample of the station across three days and asked Corby Radio how it was complying with its 25% speech commitment.

The Licensee explained that since Ofcom had published its Content Sampling Report on Corby Radio in 2013, the station has increased its speech levels, and is doing its best to comply with the 25% speech requirement. It has also introduced a new Daily Debate feature to help.

Ofcom found that the station wasn’t providing a service as per its Key Commitments. “Corby Radio is licensed to provide a local community radio service for Corby and the surrounding area, and as such, locally-relevant speech content should reasonably be expected to form a central plank of its output. We are putting the Licensee on notice that, should similar issues arise in future, we may consider taking further regulatory action,” the regulator said.

Corby Radio launched in 2009 and is one of the 53 stations Ofcom said it would be investigating last November.
